Written by William Barber and Daniel Adams, Panama is set in the Central American country in 1989.

That was the year the United States invaded Panama for over a month in an attempt to depose the then de facto Panamanian leader. The film is set during this period of political turmoil. As the United States is about to launch its invasion, Becker, a former Marine, played by Hauser, is hired by a man named Stark, a CIA agent, played by Gibson for an undercover arms trading mission. During this dangerous mission and with Stark at his side, Becker will learn the true nature of the political game.
